Patrick Keenan is the director of consumer protections and policy for the Pennsylvania Health Access Network. While advancing consumer-driven priorities like transparency, quality, lower costs, and expanded protections, he develops data and analysis to influence public support for expanding healthcare for all Pennsylvanians. He leads efforts to address the social determinants of health, enhance Medicaid managed care, improve coverage, and increase health equity. He built PHAN’s statewide consumer engagement program that enrolls thousands, works to resolve consumer issues, and empowers consumers with information and resources, all using a data-driven, campaign-style approach. This includes a Helpline that answers over 18,000 calls a year and helps disconnected communities address barriers and improve access. Prior to PHAN, he spent more than a decade developing and managing human services programs, and completed a graduate degree looking at evidence-based practices in behavioral health.
