Patrick Keenan currently serves as the director of Policy and Consumer Protections for the Pennsylvania Health Access Network (PHAN). Since 2013, he has built PHAN’s statewide enrollment operations, managing staff and nearly 100 volunteers. Through in-person assistance and its statewide Helpline, he ensures consumers have a high quality, value-added, solution-focused experience. PHAN assists consumers in over two thirds of the Commonwealth’s counties and has in-person assistance in 21 counties. Responsible for strategic targeting, he implemented and administers the Salesforce.com CRM to take a data-driven approach. The team to date has connected over 4,500 individuals to coverage, and assisted over 32,000. He also trains organizations and volunteers in best practices for outreach and enrollment.
Prior to coming to PHAN, Mr. Keenan worked in North Philadelphia and Camden. For seven years, he directed a trauma-informed care program that helps at-risk youth learn technical and vocational skills. He co-facilitated a national youth development fellowship at the University of Pennsylvania. He holds a Master of Science in behavior counseling in criminal justice from St. Joseph’s University, and a Bachelor of Arts in political science from St. Bonaventure University.
