Employer Corner: What's Changing and When under the Affordable Care Act?

Employers, both large and small, will see new benefits under Obamacare. Small businesses will see the most benefit, with new tax credits, choices and protections. Large businesses already benefit from the ability to spread the risk of covering their employees over a large pool (and the larger the pool, the more affordable the rates because the risk is broadly shared, and the employer has real purchasing power). Under the law, large businesses will have to offer affordable, adequate health coverage to their employees. The good news is that most of them already do.

Small businesses face a disadvantage when it comes to providing health insurance: With fewer employees, risk is spread among fewer people. This leads to higher premiums and administrative costs. In Pennsylvania, most uninsured adults (70 percent) have jobs and are working.  Half of these individuals work for small companies that have fewer than 25 employees. Public policies designed to reduce the number of the uninsured must find a way to expand group health coverage among these small employers.
